Introducction
The social conscience and the level of investment required by  the systems of compilation of urban residues, previous separation in origin, generate in many cities the lack of  implementation of the same. This fact added to a legal emptiness,  make it hard for a  private one to  practise it.
In this paper  an alternative is proposed which  is not a system of compilation itself , but of retail purchase, which points to achieve a massive and rapid participation, that is  to achieve to recover big volumes of re usable products which are thrown to the garbage nowadays. This proposal  would reduce  the consumption of raw materials.
This one is a method that induces the citizen to take his  not organic residues to small points distributed along the urban center, where he  is rewarded economically for doing it.  In those points  an specialist makes  the separation and gives him in exchange a value in quantity and quality to the dedicated thing, generating not only a stimulus, but knowledge of that what before was throwing has value and it is going to be used as raw material.
Along this publication there will be analyzed  the benefits of decentralizing the industries of post-separation, including  the citizen in the economic circuit of the recycling, for  the separation to be  practised by an specialist  and the minimal requirements of social formation(training) that the model presents, as well as  the way of implementing it generating a massive, popular system, of simple, rapid and economic implementation.

To incorporate the citizen into the economy and stimulate the industry.
To raise awareness and foster commitment

And self-sustainable in the medium term
 
 
Basic description
The method proposes the decentralization of the waste plantas into autonomous centres re purchase of waste treated by qualified personnel .
The citizen takes the inorganic wastes (at first) to these plants;these are received by the competent staff who pre classifies it into different types, plastic, paper, glass, etc. He weighs it and submits a receipt.
The receipt represents in “dots” the quantity and quality of the waste.
 
 
These vouchers are backed by the sale of waste + a municipal stimulus.
If the receipt was presented at a point located in a private field, it should be consumed there, stimulus space assignment, if it is not freely available.
The purchase centre manager must re-classify the products.
If the centre starts to fill up, it will require an assistant, which will be in charge of the next centre to be inaugurated. Progressive enlargement  and progressive investment.
 
Centre componements, investment
 
Each item must contain scales with a printer (u $ s 600aprox.) and baskets (u $ s 100aprox) -many as sub categories required (may be progressive) plus reserves.

It joins the recycling economic circuit, it is recognized materially.
Residues are identified according to their value, it makes it difficult "throwing" it like trash.
Consortia and companies can act as inner centres incorporating appropriate staff.
 
 
Social Impact
 
It promotes the link between the citizen and the qualified staff, in order that the citizen gets involved with their work, gets to know it and begins to separate waste.
It generates consumption: people will surely spend their points and complete their purchases with cash.
It generates formal and informal arrangements for points reception, in the shops that support the method thus giving more value to the points.
It regulates the activity of informal collectors with attractive measures which are not restrictive.
 
Industrial Impact:
 
Recycling itself generates the establishment of enterprises due to the availability of raw materials, in turn encouraging more consumption.
Increases the supply of raw materials and it can apply for VAT that corresponds to that waste making it even more competitive compared to virgin raw materials and legalizing the market at the same time.
Low degradation of waste.
SMEs have the real possibility of recycling.
